What is an Item Upgrader in Pokemon Go?

The item upgrader adds a new widget to the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors, and has no gameplay benefit other than making it easier to purchase upgrades.
Boosters

Some items have a built-in boos which is less beneficial when upgraded. For instance the Goldwrap offers an additional slots for potion. These are usually upgraded to add more value to a nearly perfect item.
Costs
There are some costs that are associated with upgrades to items. The first cost is the upgrade itself. This cost depends on the item's new ilvl and the number of perks it gains and is often expensive. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) can be costly.
The other is the cost of materials needed for an upgrade. The items used are usually either Power Dices (dropped by monsters 21and up) or Minerals and Erons (obtainable through completing specific Mists of Pandaria or Warlords of Draenor quests). These items can be found in the inventory of an upgrade vendor.
The process of upgrading an item is a complex process that requires time. Depending on the size of the upgrade, it can take as long as 8 hours. The stats that are the base of the upgraded item are calculated based on its new ilvl as well as other characteristics. This calculation determines the updated Armor Class bonus, damage dice, and other important statistics. In certain cases, an upgrade can grant additional perks. These perks are available in a list.
In rare cases, the upgrade will only replace the most expensive bonuses. Success Rate

The Upgrade Pity can be purchased from the NPC for crafting in Lost Ark. It increases the odds of the upgrade being successful by a percentage. It's similar to the "luck bonus" that some items provide, but it is more reliable. This can be added to any weapons or armor and can be used three times.
You can also add additional components to the upgrade to increase the chances of success. These are displayed in a window above the + button. There are a few limitations. The maximum amount of material you can add is shown directly above the + button.
A Blacksmith Blessing, or an upgraded version thereof, can be used to increase the odds of an upgrade being successful. This item is useful when your piece of equipment or weapon is near or has reached the maximum level of its level. It will let you upgrade that piece of gear to the next level without risking it breaking.
If an upgrade fails, it will be reverted to its initial state. This is usually a break, but could also be an upgrade. It is a good idea to save an upgrade for when you're close to the highest level of an item, and then use it as an emergency.
