What is an Item Upgrader in Pokemon Go?

The item upgrader adds a brand new widget at the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors and offers no benefits to gameplay other than making it easier to see and buy upgrades.
