World of Warcraft Item Upgrader
The item upgrader allows players to increase their the stats of weapons and armor. It requires Power Dices and the items required to complete the upgrade.

Recyclable Items

Rerolling
Rerolling allows players to alter the stats of a ring, weapon or armor. This is done by pressing the green button with circling arrows on the item. The new stats will replace the ones that were already present on the item, meaning you can't have multiple upgrades on the same item. However, the rerolling process doesn't alter the perks.
Like enchantments and upgrade items, upgrade items are consumed when they are used to reroll an item. It costs a certain amount of Valorstones and crests to increase an
upgrade item's level. This cost increases as the item's level rises and is higher for high-level items.
Rerolling an item will not affect resistances, EDs or sockets. However, it can increase the damage of certain stats. Upgrade items can be upgraded in the same as normal weapons. Their upgrade paths are based on of the stats for the base
item upgrade. These upgrades can be upgraded to give more powerful results.
For example the sword can be upgraded to a halberd using an upgrader for the item which increases the damage of some stats. This can boost the attack speed of the item as well as increase the damage it can deal, even if it doesn't make use of physical attacks. The new upgrade will not alter the base damage of a sword.
Upgrades can also alter the upgrade route of an item, reducing your chances of getting a poor affix. This is particularly important for equipment that needs an excellent affix roll in order to be successful in the game, such as the rogue equipment.

There is a small upgrade for the re-rolling system dubbed EZ Upgrader which is available for purchase with 1 Angel Investors. Sets

While I don't think allowing upgrades on set items would be an ideal idea since it could make the game more boring however, it could be a great option for uniques. Upgraded Hwanins Bills may not be OP, but they could be useful in the early stages of hell before high runewords have been obtained.
