Item upgrade is an evolution

If you'd like to have more chances of getting an individual sub-stat you can select the REFINE ARTIFACTS feature to increase the chance of getting it by four levels. This will cost you MORA. Another method to increase the sub-stats of an item is to find duplicates of it. Then, you can enhance the duplicates so that they have more rarity and different set of sub-stats. If you are a high level player, this can be a great strategy for improving your character's DPS. But, be cautious not to overdo it or risk losing your MORA.
Reroll tokens
Reroll tokens allow players to play a second time with the item currently equipped by a unit. When rerolling, an item will be exchanged with the version that is level 1 of the item, however, with different bonuses and a new kind of equipment (such as cups, knives watches, books, or cups). In some instances, rerolling an item can dramatically increase its ilvl. However the item won't keep its current level, so rerolling is only useful when an item has rare affixes.
Rerolling an object resets its base power including all upgrades and substats. This is beneficial if a ring's substats are not what the player wants or if the band's maximum power was less than what the user would like. Reroll tokens can be found from a variety sources like the skulled creature, mystery box or as a reward for killing the boss.

The Ilvl is considered twice since the main and off-hand have different iLevels.
The iLevel of an item determines the stat priority it will have. Certain stats are more valuable than others, based on the class or spec. For instance, crit score is very expensive and haste rating is comparatively inexpensive. The level of the item also determines the amount of the budget allocated to primary stats and secondary stats.
It is important to achieve a high level of item is important to ensure that you have the most effective gear for your character.
