What is an Item Upgrader in Pokemon Go?

The item upgrader adds an additional widget to the top of both the Angel and Cash Upgrade Windows. This Manager is priced at 33 billion Angel Investors and offers no gameplay benefit aside from making it easier to find and purchase upgrades.

Some upgrades also provide additional random boosts in addition to stat enhancements. These boosts are important and should be considered when deciding what items to upgrade. Certain boosts can only be used in certain designs (such the Whistan's Shield, which is for FB Sorcs) Some are beneficial to collectors.
Some items come with built-in boos that is not beneficial when upgraded. For example, the Goldwrap offers an additional slots for potion. These are often upp'd to inject more value into a perfect or near-perfect item.
Costs
There are a few expenses that are associated with upgrades to items. The first cost is the upgrade itself. The cost is based on the item's new ilvl and the amount of perks it gains and can be costly. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) are costly.
The other is the cost of materials required to upgrade. These are typically Power Dices (dropped from monsters 21+), Minerals and Erons, or specific Mists of Pandaria or Warlords of Draenor Quests. The amount of these materials needed can be found in the inventory of an upgrade vendor.
It takes time to upgrade an item. Depending on the size of the upgrade, it can take as long as 8 hours. The upgraded item's base stats are calculated based on the new ilvl of the item bonus, perks, as well as other properties. This calculation determines the new Armor Class bonuses, damage dice, as well as other important stats. In some cases upgrades can provide additional benefits. These perks are available on a list.
