What is an Item Upgrader in Pokemon Go?

Certain boosts can only be used in certain designs (such the Whistan's Shield, which is for FB Sorcs), while others are useful to collectors.
Certain items come with inherent boo that is less useful when upgraded, for example the Goldwrap which gives more slots for potion. These are usually upgraded to increase the value of the perfect or nearly perfect item.
Costs
Upgrades come with some associated costs. The first cost is the upgrade itself. This cost depends on the new ilvl of the item and the number of perks it will gain and can be costly. It can also be costly to

The second is the cost of materials needed for an upgrade. In rare instances the upgrade will replace only the highest-costing perks. Success Rate
Item upgrades are based on a chance, and like any random system, there is the possibility that the upgrade won't succeed. However, there are a few factors that can increase the chance of success. This includes using an item dubbed an Upgrade Pity, or the addition of additional components to the upgrade.
An Upgrade Pity is an item you can buy from the smithing NPC in Lost Ark. It increases the chance of an upgrade succeeding by some percentage. It's similar to the "luck bonus" that some items offer however it is more secure. It can be added to any weapon or armor and is used three times.
You can also add additional components to the upgrade to increase the chances of success. These are displayed in a window above the + button. There are some limitations. The maximum amount of material you can add is displayed directly above the + button.
Another way to increase the chances of a successful upgrade is by using the item known as a Blacksmith Blessing or an upgraded version of it. This item is useful in the event that your item or weapon is nearing or has reached the top level of its tier. This item lets you upgrade the equipment to the next tier without the risk of it breaking.
