What is an Item Upgrader in Pokemon Go?

The item upgrader adds an additional widget at the top of both the Angel and Cash Upgrade Windows. This Manager costs 33 billion Angel Investors, and has no gameplay benefit other than making it easier to purchase upgrades.
Boosters

Some of these boosts are only beneficial in certain builds (such as Whistan's shield for FB sorcs) while others could provide a great deal of value to certain collectors.
Certain items come with inherent boos that are less useful when upgraded, like the Goldwrap which provides extra potion slots. These are usually upgraded to inject more value into an item that is perfect or close to being perfect.
Costs
Upgrades have certain costs associated with them. The first is the cost of performing the upgrade. This price is contingent on the new level of the item and the number of perks it will gain, and can be expensive. It can also be expensive to upgrade an item to a higher level (such as Explorer > Champion or Veteran > Heroic).

You can also add other materials to the upgrade to increase the chances of success. These materials are displayed in a separate window above the + button. There are some limitations. The maximum amount of material you can upload is shown directly above the + button.
A Blacksmith Blessing, or an upgraded version of it, can be used to boost the chances of an upgrade being successful. This item can be helpful in the event that your item or weapon is close to or has reached the maximum level of its level. It will let you upgrade that piece of equipment to the next level without having to worry about it breaking.
If an upgrade is unsuccessful, the system will be restored to its original state. This is typically a break, but could also be a downgrade. It is recommended to save an upgrade for when you are close to the maximum capacity of an item, and use it as an emergency.
