Item Upgrader in Pokemon Go?

The
item upgrade upgrader adds a new widget at the top of the Angel and Cash Upgrade windows. This Manager is a cost of 33 billion Angel Investors, and has no gameplay benefit other than making it easier to buy upgrades.
Boosters
With an

Costs
There are a few costs associated with item upgrades. The first is the cost of performing the upgrade. The cost is based on the new level of the item and the number of perks it gains, and can be expensive. The second is the cost of the materials required to upgrade. This is similar to the luck bonus that certain items offer however it is more stable. It can be added to any armor or weapon, and can be used up to three times.
It is also possible to add a number of additional materials to the upgrade, which increases its chance of success. The materials are displayed in a separate window above the + button. There are a few limitations. The maximum amount of material you can add is displayed directly above the + button.
A Blacksmith Blessing or an upgraded version can be used to boost the chances of an upgrade succeeding. This item is helpful when you own an
item upgrade of gear that has reached the maximum level for its tier, or is close to it. This item lets you upgrade the equipment to the next level without the risk of breaking.
If an upgrade is unsuccessful, it will be reverted to its original state. This is often a downgrade, but could also be an upgrade. Save an upgrade until you're close to the highest level for an item.
There are a variety of items available in the Kafra shop that can be used to increase the odds of a successful upgrade. For instance, upgrading a piece of equipment with HD Oridecon or HD Elunium repeatedly will give you more chance of success. The rate of success will be increased if you can increase the chance of getting a Double Mint by Shoe-Minting five times.
Failure Rate
The item upgrader allows players to add a second slot to their equipment. These slots can be used to apply an enchantment or upgrade an item.
