What is an Item Upgrader in Pokemon Go?

The item upgrader adds a new widget at the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors and offers no benefits to gameplay other than making it easier to find and buy upgrades.

The stats that are the base of the upgraded item are calculated based upon its new ilvl as well as other characteristics. This calculation determines the new Armor Class bonus, damage dice, and other important stats.
