Boosts

When an item is improved its basic type will change. The upgrade of a normal item will result in an item that is Exceptional and upgrading an item that is Exceptional will result in an elite version of the same base item. The item will retain the same stats it had prior to upgrading, but will also gain an additional bonus from its new base type. The bonus will be randomly chosen from the following options: a chance to obtain weapons with a greater damage range or an improved reload speed, or a chance to gain an improved defense roll.
The amount of extras gained with an upgrade depends on the amount of upgrades performed. Each upgrade will increase the number of extras by up to 3 points. Additionally, every upgrade will also boost the stat that is used to determine the main one by +1.
In addition to the stat increase, some upgrades will also provide a random boost. These secondary boosts can be extremely valuable and must be considered when deciding which items to upgrade. Some of these boosts are useful in specific builds (such Whistan's shield, for FB sorcs) while others can bring significant value to specific collectors.
Certain items come with inherent boo that is less beneficial when upgraded, like the Goldwrap which gives additional slots for potion. These are often upp'd to increase the value of the perfect or nearly perfect item.
Costs
There are a few expenses associated with item upgrades. The first is the upgrade itself. The cost for this upgrade can be costly and is dependent on the new value of the item and the number of perks it gets. It can also be expensive to upgrade an item to a higher level (such as Explorer > Champion, or Veteran > Heroic).
The other is the cost of the materials needed to upgrade. These items are usually Power Dices (dropped from monsters 21+), Minerals and Erons or a specific Mists Of Pandaria or Warlords of Draenor Quests. These materials are available in the inventory of an upgrade vendor.
It takes time to upgrade an item. It could take as long as 8 hours, depending on the size of an upgrade. The stats that are the base of the upgraded item are calculated based on the new ilvl and other characteristics. This calculation determines the new Armor Class bonus, damage dice, as well as other important statistics. In some cases, the upgrade will grant additional advantages that can be picked from a list of available benefits.
Rarely, the new benefits acquired will cost more than one perk slot In these cases the upgrade will replace the most expensive perks. Sometimes, the upgrader may make other adjustments to an item, such as changing the damage type of a weapon or adding or removing an operative or unwieldy property. Success Rate
The upgrade of an item is based on chance. Like any random system there is a chance that it won't work. There are a few ways to increase the chances of success. This includes using an

An Upgrade Pity is a product you can buy from the smithing NPC in Lost Ark. It increases the chance of an upgrade being successful by a certain percentage. This is similar to the luck bonus some items come with but is more stable. This can be added to any weapons or armor and is used three times.
You can also add additional materials to the upgrade to increase its chances of success. The materials are displayed in a separate window above the + button. However, there are limitations to this, and the maximum amount of material that can be added is displayed directly above the + button in the user interface.
A Blacksmith Blessing, or an upgraded version, can be used to boost the odds of an upgrade succeeding. This item is useful if you have an

The interface for the item upgrader is a bit confusing, but not impossible to navigate. The main menu is displayed on the left, and the upgrade window is displayed on the right.
