The system was first introduced in Mists of Pandaria, and continued with Warlords of Draenor. It's a convenient method to boost the level of your equipment, letting you to skip the grind and avoid a bunch wipes in Mythic+ Dungeons.

Costs
Upgrades have a few associated costs. The first cost is the upgrade itself. This cost depends on the new ilvl of the item and the number of perks it receives and can be costly. It can also be expensive to upgrade an item to a better tier (such as Explorer > Champion, or Veteran > Heroic).
The other is the cost of the items needed to upgrade. The items used are usually either Power Dices (dropped by monsters 21+) or Minerals and Erons (obtainable by completing certain Mists of Pandaria or Warlords of Draenor quests). These items can be found in the inventory of an upgrade vendor.
The process of upgrading an item is complicated and requires time. Depending on the size of the upgrade, it could take anywhere from 8 to 12 hours. The base stats of an upgraded item are calculated based on the new ilvl and other characteristics. This calculation determines the new Armor Class bonus, damage dice, and other crucial stats. In some instances the upgrade will provide additional perks that can be selected from a list of available advantages.
In rare cases, the upgrade will only replace the most expensive bonuses. Sometimes, the upgrader will make other adjustments to an item, for example, changing the damage type of a weapon or adding or removing an unwieldy or operative property. These modifications are based on the item's ilvl, and may require special materials, such as Adamantine.
Success Rate
